Feels like 90s-PC VGM BGM are far as the vibe, buuuuuut that also means this is pretty stilted timing and anything needing to sound more organic, like the piano, doesn't rise to the occasion. The timing being so grided and robotic means it lacks flow (though the lead at :23 has some). Even though it's just this Metroid source, :23 seemed off-key with what was backing it.
As far as the construction of this, it feels more like a mix-and-match of elements where patterns drop in, patterns bow out. Except for "AQA" from :12-:34 & :47-1:10, there's nothing taking a lead/melodic role.
I appreciate the breakdown of source usage, but even after doing the side-by-side comparisons, I'm not getting much of an observable connection on some things, e.g. the CV64 harpsichord, so are some of the changes too transformative? (Sure, something like the CV64 soft piano is straightforward, but it's just brief ornamentation.) I agree with proph that even if everything else were clicking, I couldn't approve this on arrangement grounds.
Also agreeing with proph, I'm not getting much synergy or direction with how all of these elements come together; it's not a bad mood piece or tech demo (I like the glassy sounds), but it's also not going anywhere or feeling recognizable in the ways that you've treated the themes. This won't be the concept that gets you posted, but keep at it with your music. :-)
