Ku Klux Klan Encounter bugged won't spawn for me. Going for the completionist run need "Letter from Pa" & "Meeting notes"

So in my current playthrough I ignored the first kkk encounter while it was happening in the background near strawberry on Chapter 2, but now that encounter wont respawn for me. I tried all the possible location too on the Rhodes. I am collecting all the documents in game on this run, not able to loot the kkk members would make me miss the "letter from pa" and "meeting notes" missable. What should i do ? Plz need help. I progressed way too far including all the challenges except herbalist 9 and 10, rare items, trapper outfits, all other documents etc i don't want to start all over again. 
 
Note: Currently in Chapter 3, I also beat up the eugenics racist guy on saint denis too hope they are not related.
