MOBILE, Ala. — For Kim Otto, the U.S. Army Corps of Engineers (USACE) Mobile District isn’t just a workplace—it’s home.

After dedicating more than 35 years of her life to the Mobile District and the broader USACE mission, Otto’s expansive career has recently been recognized with the prestigious Lifetime Planning Achievement Award.

Currently serving as the Review Manager for the Deep Draft Navigation Planning Center of Expertise (DDNPCX), Otto’s influence stretches far beyond the Gulf Coast. However, her reaction to the distinguished accolade remains grounded in signature humility.

"My initial reaction was 'I must be old!'" Otto joked. " I am quite honored and truly appreciative of the recognition. There are so many planners across the Corps that deserve such acknowledgement. I don’t think I’ve done anything that makes me more worthy of such recognition... I just think I’ve been lucky to have been able to work in the business line I love, be involved in efforts at the national level, and work alongside the people who make it worthwhile."

Jennifer Jacobson, Chief of the Environment and Resources Branch, said Otto exemplifies the award she received.

“USACE’s Lifetime Planning Achievement is awarded to standout USACE planners for making monumental, multi-decade contributions to programs,” Jacobson said. “Kim is the perfect person for this award! She’s dedicated her career to improving federally authorized navigational channels throughout our nation. She truly deserves this award.”

A Career Built from the Ground Up

Otto’s USACE journey began in 1991 while she was majoring in Economics at the University of South Alabama. Starting as a cooperative education student on the Economic Analysis Team, she quickly trained and served as a project economist on Civil Works feasibility studies, eventually working on projects across every business line.

In 2007, she transitioned to the Plan Formulation Team, taking on dynamic roles ranging from economist to planning technical lead (PTL) and project manager. By 2011, Otto took her expertise to the national stage, joining the HQUSACE DDNPCX as an economist and Senior Technical Specialist before stepping into her current Review Manager role at the end of 2014.

Today, as the Review Management Organization (RMO) Officer, Otto oversees the internal and external peer reviews of all deep draft navigation and small boat harbor decision documents across USACE. Managing a national portfolio that typically includes over 40 ongoing studies at any given time, she coordinates extensively with all eight Major Subordinate Commands (MSCs), Headquarters, and sponsors to resolve contentious technical, legal, and policy issues.

Todd Nettles, Mobile District Technical Director of the Deep Draft Navigation Planning Center of Expertise, and also Otto’s supervisor, said Kim embodies the best of USACE.

“Over her career with USACE, Kim has been an invaluable asset whose direction has directly strengthened our nation’s infrastructure and mission readiness,” Nettles said. “Her technical expertise, steady leadership, and commitment to public service have not only driven the success of our most critical projects but have also uplifted everyone around civil works planning. Kim embodies the very best of the Corps, and her lasting contributions leave a legacy of excellence that will benefit our team and our Nation for years to come.”

Beyond project review, she is a driving force for education and policy within the Corps. Otto serves as the course owner for the HQUSACE Planning Associates Program’s Deep Draft Navigation Course and is a primary author for critical USACE policy and implementation guidance.

Deep Roots in the Mobile District

Despite their local impact, neither Kim nor her husband of 26 years, Doug Otto—who is also retired from the Mobile District and now works with the Port—originally grew up in Mobile. Both were accustomed to nomadic lifestyles; Doug was an Air Force brat, and Kim’s family moved frequently for her father’s career.

"Given somewhat nomadic lifestyles as children, we could have very easily embraced some of the opportunities to move with USACE," Otto reflected. "However, at some point along the way, Mobile and the Mobile District became our home and extended family, and we never found sufficient reason to leave."

Raising four children—Emily, Lane, Avery, and Griffin—and now enjoying five grandchildren, Kim and Doug relied heavily on a network of family and friends to balance the demands of dual USACE careers. Through the stress of conflicting Temporary Duty (TDY) travel and family emergencies, Otto says, "things always have a way of working out."

Leaving a Legacy of Excellence

As she looks toward retirement next year, Otto has witnessed incredible changes within the District. One of her most memorable moments wasn't a specific project milestone, but the District's transition from the aging St. Joseph Street building to its modern new headquarters.

"The walls were beige, the floors were beige, the air was beige, the water was beige!" Otto recalled of the old facility she had worked in since 1991. "Moving into our new building was like someone turned the lights on after working in the dark for so long. People smile more, talk more. It has really been great to be here and witness the change."

For the next generation of USACE professionals walking through those bright new doors, Otto offers two critical pieces of advice: Make yourself indispensable and always askwhy.

"Learn not only career-related things to do your job well, but also the things that make the day-to-day easier for you and the people on your team," she advised. "And ask 'why?' Much of the expertise gained will come from on-the-job experience. By asking why some analysis was needed or why certain inputs were required, I learned more about the study underway and began to develop a better understanding of the bigger picture."

Before she retires, Otto hopes to see the official release of the updated Engineer Pamphlet (EP) for Deep Draft Navigation—a critical guidance document for which she served as a primary author. Even if publication takes a little longer due to recent higher-level policy changes, her ultimate goal remains simple and profound. "I hope that I’ve been a good team member who shared knowledge freely, was dependable, accountable, hardworking, and left things a little better than when I started."

For the Mobile District and the nation's navigation infrastructure, there is no doubt she has done exactly that.
