Shadow housing minister Andrew Bragg gave a speech at the press club where he expressed his views and apparently took his senior coalition colleagues by surprise. 

Opposition Leader Angus Taylor said he didn't read Andrew Bragg's speech beforehand, and that the shadow minister was expressing only a 'personal view'.
