Maya 2019 does not open with normal user accounts

Hi Forum Members,
 
We have Maya 2019 (network based licenses hosting from sever) I have Maya 2019 on our Mac Labs with OS Mohave 10.14.6, it works fine when launched from local Admin accounts and also works with Domain Network Managed Admin's
 
however it does not work with normal domain user account (student account) and I also tried creating a local standard user (non admin) and does not work and give licenses error. saying "Network Licenses Not Avalible" Common Causes all licenses are in use , the server is down or licenses has expired. contact your system administrator Error [-1.360.0] , (I have posted the error screenshot) But we have plenty of licenses and its fetching the licenses when I open Maya 2019 from local admin accounts, I'm guessing there is permissions issues, but not able to find where to fix the permissions,
I tried searching the internet and also written to Autodesk support since we have educational licenses, but none response. can you anyone help me fix the issue please, we have our spring semester classes starting on Sunday and we need to get this working for our student classes prior to that,
any help to fix the issue with be really appriciated.
