The current dearness allowance (DA) rate for central government employees is 60%, and it may continue to rise until the 8th Pay Commission's report is notified. Once the new pay structure takes effect, DA calculation will restart from 0% on the revised basic pay. So, how could DA rise after the revision, and how much could it add to the salaries of Level 6, 7 and 8 employees? Let's calculate the potential salary at 25% DA using four assumed fitment factors: 2.0, 2.15, 2.28 and 2.57.

Dearness allowance is a cost-of-living adjustment paid to central government employees to help offset the impact of inflation. It is linked to the All India Consumer Price Index for Industrial Workers (AICPI-IW). As the index reflects changes in consumer prices, its readings help determine DA revisions. The government generally announces DA changes twice a year, based on the December and June index readings. Announcements often coincide with major festivals.

Under the 7th Pay Commission, the starting basic pay and salary with 60% DA are shown in the table above. These figures include only basic pay and DA. They exclude HRA, TPTA and other allowances.

The starting basic pay for Level 6 employees under the 7th CPC is Rs 35,400. Applying the assumed fitment factors of 2.0, 2.15, 2.28 and 2.57, and adding 25% DA, gives the following estimated salary scenarios.

The formula provided for calculating DA is:
DA% = [{12-month average of AICPI-IW (base year 2001)– 261.42}/261.42x100]
The government announces DA in rounded figures. For example, a calculated rate of 62.59% may be announced as 62%, subject to the applicable official notification.
