Budget Category Notes

In Cost Management when you group your budget page by segment, you get nice drop down categories for the different cost segments. We would like to be able to have a construct for notes on the individual category grouping. This way we can describe what is in that category or have internal notes. In screenshot, red box on header would simply read notes, and then on each line you would have notes for that category.
