Around 25,000 invitees, hundreds of ministers, CEOs of oil and energy companies, journalists and public figures are expected to attend the World Energy Congress, which opens in the Saudi capital, Riyadh, on Sunday. But it is unclear how many will actually make it there – or agree to attend a conference that has been meticulously planned over many months.
