That’s an interesting distinction. A generic pre block would preserve whitespace without implying code, and seems especially suitable for ASCII art or concrete poetry.
I see verse as slightly different: pre describes how text is preserved, while verse describes its structure — meaningful line and stanza boundaries.
So the two could actually be complementary.
