This error occurs while CUCM is trying to initialize its first Ethernet interface eth0. It is not related to NTP or DNS but typically means that CUCM cannot work with the emulated virtual NIC or its link state/MAC address.
As previously mentioned EVE-NG is not officially supported so did you follow the instructions to modify the ISO files in order to enable KVM support, disable OpenSlack, etc.? Trying to use the official ISO-files will fail for sure!
If you followed the guide and still run into this issue, you can check the contents of the installation log-dump file. It is created after clicking 'Continue' and commonly located at /common/log/install/capture.txt
Look for the section of the sd_ifconfig invocation that will identify whether the immediate cause is e.g. a missing interface, invalid MAC, unsupported driver, a failed ethtool operation, etc.
