The unincorporated community of Niwot has its own name, signs welcoming visitors and a vibrant scene of local businesses. But Niwot has no mayor and no city council. It’s the Boulder County government that’s left in charge of property tax rates, roadwork and zoning laws. In November, voters will decide if that should change.
