Acquisition in southern California supports design firm's plan to capitalize on growing U.S. energy demands fueled by data center projects.

Champs supports engineering and upgrade of critical utility infrastructure in southern California, including Southern California Edison's historic Laguna Bell substation (pictured), which has helped power the region since 1923.

New York City-based professional services firm STV Inc. has moved to expand engineering capacity in its new power-focused business line with the purchase of Laguna Hills, Calif.-based Champs Inc., a provider of substation engineering and design services for utility infrastructure in the region. 

Champs brings an established customer base to STV, supporting modernization of southern California infrastructure such as the historic Laguna Bell substation in the city of Commerce, which is owned and operated by utility Southern California Edison and has helped power the region since 1923. 

No transaction details were disclosed. 

“As demand for reliable, resilient power continues to grow across the country, this acquisition strengthens our ability to help clients modernize their systems and meet the needs of the communities they serve,” said STV CEO Greg Kelly. The firm's power business line aims to capitalize on intensifying energy demands fueled by an ongoing data center boom across the country, he told told ENR in May. 

“Our clients have expressed that need. So we're going to be very intentional in the launch of our strategic plan to build that capability,” said Kelly at the time. Going forward, the acquired firm will be known as Champs Inc., an STV company.

Related to what made Champs an attractive acquisition for STV, Kelly noted “the trust [the firm has] built with their clients” and the “quality of its] people.”

In the deal announcement, he added that “by bringing our teams together, we will deliver greater value for communities while investing in the people and capabilities that will drive our future growth.”

STV power engineering services include both front-of-the-meter and behind-the-meter infrastructure such as grid and substation upgrades, as well as traction power systems for transit and resilient facility and campus power solutions, the firm said. STV noted data center power replacement services for the Fairfax County Operations Center in Virginia and substation and grid infrastructure upgrades for utility Con Edison in New York City, among recent marquee projects in the sector.

On the west coast, STV said it has also grown its transportation footprint with a portfolio of engineering, planning and design services for the Sound Transit East Link and Northgate Link extensions systems construction in the Seattle area, and the LA Metro Zero-Emissions Bus Program and LA Metro Purple Line Extension section 2 and 3 in the Los Angeles region.

STV ranks No. 32 on ENR’s 2026 Top 500 Design Firm list, reporting over $842 million in 2025 revenue. The firm also ranks No. 25 on ENR‘s Top 100 Professional Services Firms, reporting more than $170 million in revenue last year. 

Latest revenue for Champs was not disclosed.
