For years, the CCU community has called for enabling conditions to deploy these technologies, and this proposal shows that Europe is finally moving in that direction.

“The revision of the EU ETS provides an opportunity to incentivise and scale up the circularity of carbon” and explicitly recognises CCU as a “key decarbonisation pathway for hard‑to‑abate sectors like cement, steel and chemicals, and for alternative carbon feedstocks”.

Tabled in July 2026, the revision will now go through the normal legislative procedure, with an ambitious timeline for adoption by early 2027.

As the process gets underway, this is already a tangible win for CCU technologies: for the first time, EU climate policy is clearly more inclusive of CCU and CCU‑based products and better geared to reward projects that turn captured CO₂ into emissions reductions.
