WASHINGTON – The ranking Democrat on the House Foreign Affairs Committee announced Wednesday that he was placing a hold on a major $2.8 billion weapons sale to Israel, putting major procedural hurdles on the transaction that earned widespread condemnation from Democrats and far-right Republicans alike.
