The firm's seven-year contract includes end-to-end support from bid review and selection through procurement, production, and testing.
STV was selected by Boston’s Massachusetts Bay Transportation Authority (MBTA) to provide engineering and project management services for the procurement of new Tier 4 diesel and battery-electric locomotives, representing both the latest low-emissions diesel technology and zero-emissions propulsion systems, as part of the agency’s regional rail modernization program.
STV’s seven-year contract includes end-to-end support from bid review and selection through procurement, production, and testing.
The program positions MBTA among the early adopters of battery-electric locomotive technology for U.S. commuter rail, supported by mature technology with Tier 4 diesel locomotives designed to reduce pollutant emissions by up to 70% compared with older models.
The effort will replace the MBTA’s legacy diesel locomotives, which have been in service for more than 35 years.

The Agency’s Broader PlanThe MBTA’s procurement is part of a broader effort in the transportation industry to provide more cost-effective and environmentally holistic options to commuters.
STV has previously supported the MBTA on major rolling stock initiatives, including upgrading to bi-level coach cars to increase capacity and improve rider amenities.
STV has supported Tier 4 passenger locomotive procurements in North America for more than 15 years and is the only firm currently managing a battery-electric locomotive procurement, said officials.
