The machinery of government changes to the machinery of government will see departments renamed, responsibilities redistributed, and new organisations created as ministers hope to improve coordination across government while placing greater emphasis on regional growth, technology and public service reform.

One of the most important changes to the machinery of government is the creation of No.10 North, a new body designed to place local economic growth and devolution at the centre of government strategy.

Key responsibilities for local economic growth and devolution will transfer from the Ministry of Housing, Communities and Local Government, while local economic growth policy will also move from HM Treasury.

Bringing these functions together is intended to create a more joined-up approach to supporting communities, encouraging investment and driving economic development across every part of the UK.

The Government says the new organisation will act as the engine room for regional growth, ensuring local priorities are more closely connected with national decision-making.

A new Office for the Prime Minister and Cabinet (OPMC) will bring together No.10, No.10 North, and the core functions currently carried out by the Cabinet Office in support of the Prime Minister and Cabinet.

The restructuring is designed to sharpen the focus of the centre of government on delivering the administration’s strategic priorities.

A dedicated AI Taskforce will also be established within the new office, supported by a Prime Ministerial adviser on artificial intelligence. The taskforce will oversee the Government’s wider AI strategy and explore how emerging technologies can support economic growth, improve public services and increase efficiency across government.

Responsibility for AI strategy, public sector AI adoption and the AI Security Institute will transfer to the Cabinet Office, which will lead the Civil Service’s wider digital transformation.

A new OneGov Delivery Agency will be established within the Cabinet Office family to oversee a range of operational services at arm’s length.

Its responsibilities will include government recruitment, pensions administration, shared services, the Government Car Service and security vetting. The aim is to streamline common services and improve efficiency across government departments.

Several existing Cabinet Office functions will move to departments considered better aligned with their work.

The Office for Equality and Opportunity will transfer to the Ministry of Housing, Communities and Local Government. At the same time, the Office for Impact Economy and responsibility for digital identity policy will move to an expanded Department for Digital, Culture, Media and Sport.

The Public Sector Fraud Authority will become part of the Department for Work and Pensions, while continuing to receive sponsorship from HM Treasury. Meanwhile, the Investment Security Unit will transfer to the newly renamed Department for Business, Innovation, Science and Trade.

The Department for Digital, Culture, Media and Sport will take on a broader remit by bringing together telecommunications, media and the Government Digital Service.

The department will also oversee online safety alongside work tackling misinformation and disinformation, reflecting the increasingly connected nature of digital communications and technology. Existing responsibilities for culture, creativity and youth policy will remain, creating a wider portfolio focused on both innovation and public engagement.

The Department for Business and Trade will become the Department for Business, Innovation, Science and Trade (DBIST).

The renamed department will place more emphasis on science, research and innovation while supporting businesses from early-stage development through to growth and international trade. It will also strengthen links with organisations such as the British Business Bank and the National Wealth Fund to encourage investment in emerging industries.

As part of the reforms, the Department for Science, Innovation and Technology will be dissolved, with its responsibilities redistributed across other government departments.

The Government says this reflects its view that science, technology and innovation should be embedded throughout the machinery of government rather than operating within a standalone department. The changes are intended to ensure technological development supports growth, public services and industry across every area of government.
