The Pune Municipal Corporation (PMC) plans to build a BSL-2 laboratory and metropolitan surveillance unit at Kasba Peth for which it has approved the appointment of a contractor. The project is expected to cost 13.05 crore.

The civic body’s standing committee on Friday approved a proposal to award the civil work to M/s Concept Creator, standing committee chairman Shrinath Bhimale said. “The new BSL-2 laboratory and metropolitan surveillance unit will strengthen the municipal system for disease surveillance, sample testing and outbreak control,” Bhimale said. The facility is expected to strengthen the PMC’s capacity to monitor infectious diseases, conduct laboratory testing and respond to outbreaks.

The civic building department had invited tenders for the project. Tenders were invited for work valued at 13.28 crore against the estimated cost of 15.69 crore. Three bids were received, two of which were found eligible. Concept Creator quoted 11.04 crore, which is 16.86% below the tender amount. The other eligible bidder quoted a rate 12.30% below the tender amount. Concept Creator’s bid was therefore recommended for approval.

Including 1.98 crore in GST and 21,930 towards material testing, the total project cost is estimated at 13.05 crore. Any variation arising under the applicable price-escalation formula will be paid or deducted as applicable. The project is being funded through the National Centre for Disease Control (NCDC). A provision of 27.85 crore has been made for the project in the 2026-27 budget. However, the proposal notes that adequate funds are currently not available for specific work. The building department will be responsible for executing the work within the available funding.
