WASHINGTON, August 14. /TASS/. US military intelligence believes it would take Ukraine at least a year to repair damaged high-capacity power plants, according to a report prepared by the inspectors general of the Pentagon, the Department of State and the Agency for International Development, which has largely been dismantled.

The report, covering the period from April 1 to June 30, 2026, has been submitted to Congress.

"According to the Defense Intelligence Agency (DIA), Ukraine can repair most damaged substations within six months and damaged high-capacity power plants in at least one year. Ukrainian repair timelines are contingent on the level of further damage that Russian strikes inflict on them as well as partner contributions for repair equipment," the document reads. However, the report does not specify which energy facilities it refers to.

The document also says that the US Department of State "operated 12 energy programs with a combined value of $1 billion" in Ukraine during the reporting period. In addition, "as of June, there were more than 115 active US assistance programs providing non-military assistance to Ukraine." More than 65% of the State Department's $3.5 billion in implemented programs went to humanitarian and energy assistance, the report adds.
