Boston approves hundreds of new liquor licenses

For spots like Ula Café in Boston’s Jamaica Plain neighborhood, a small slip of paper is cause for celebration.
“I was like, ‘Finally, we have it in our hands,'” said General Manager Jon Sanchez. “I’m so happy a little one-café business like ours has an opportunity like this.”
The eatery will soon add beer and wine to its menu providing an economic boost that in the past has been tough to come by. In 2024 state and local leaders sought to change that creating 225 new liquor licenses intended for neighborhoods that were previously passed over.
“It’s rolling out, and it’s a tremendous, tremendous thing for this community,” said Massachusetts Rep. Chris Worrell, a Boston Democrat.
“It’s giving an opportunity to entrepreneurs,” said Democratic state Rep. John Moran of Boston.
In the two years since the legislation passed, Boston officials have slowly rolled out many of the licenses into communities throughout the city.
“We’ve gotten out close to maybe 100 licenses across the city,” said state Sen. Liz Miranda, a Democrat in Boston.
“We just released a slew of 11 new licenses that just came out,” said Boston Director of Nightlife Economy Corean Reynolds.
But how immediate has that economic impact been? Andre Williams owns Cool Shade, a Jamaican restaurant, and says he’s had his license for over a year.
“We see a little change, but not significant yet, because a lot of people don’t know we have it. People are surprised to hear we have a full liquor license,” said Williams.
Part of the struggle is a small space that largely serves takeout orders. Williams says he is pursuing a bigger space where the license can have a bigger impact.
“Right now, I’m on the verge of getting a bigger space so we can do more sit-down dining,” said Williams.
“If there isn’t enough commercial property, they actually can’t build that restaurant in Mattapan, or in Roxbury or Dorchester, like they want to,” said Miranda.
Meanwhile, spots like Ula are preparing to unveil their new menu and are hopeful customers new and old will embrace their added offerings.
“We’re launching beer and wine next week with the JP Porchfest,” said Sanchez. “Are we going to be packed? That’s our hope.”
One final hurdle to issuing the new licenses is getting the word out to businesses that applications are open. Boston officials encourage small business owners throughout Boston to apply on the city website.
